				<content:encoded><![CDATA[<div class="page-restrict-output"><p>The Board of Directors of the Pikeville-Bledsoe County Chamber of Commerce met on the 12th day of March, 2013, at the Chamber office, 12:00 noon in Pikeville, Tennessee. Jerry Nelson provided lunch.</p>
<p>Pete Levelle, Strategic Business Consultant; Matthew Dell, In The Sun, LLC; and Bill Moore, Management Consulting Group shared ideas on how they could assist the citizens of Bledsoe County that were interested in becoming entrepreneurs by way of consulting services. After questions and discussion, and having completed their presentations, they excused themselves from the meeting.</p>
<p>Chairman, Dr. Greg Harwood called the meeting to order. The roll was called with the following Directors answering present: Dr. Greg Harwood; Roberta Smith; Jay Daniels; Edward Boring; Senia Anderson; Jerry<br />Nelson; Nick Smith; Beverly Gervolino. Absent: Yield Smith; County Mayor, Bobby Collier and City Mayor, Philip Cagle, ex-officio members.</p>
<p>The invocation was given by Jerry Nelson.</p>
<p>The minutes of the February 12, 2013 meeting were presented. Upon motion made by Jerry Nelson and second by Nick Smith the following resolution was unanimously adopted:</p>
<p>         RESOLVED the minutes of the February 12, 2013 meeting be approved as presented.</p>
<p>The financial report for March 12, 2013 was presented by Secretary/Treasurer Roberta Smith with the checking account balance being $9,320.08 and the balance in the savings account being $636.60 on March 12, 2013. Upon motion made by Senia Anderson and second by Beverly Gervolino the following resolution was unanimously<br />adopted:</p>
<p>          RESOLVED the Financial Report for March 12, 2013 be accepted as presented.</p>
<p>Committee Reports:<br />Citizenship Scholarship Committee — Jerry Nelson and Roberta Smith — The 2013 Citizenship Scholarship Essay project has begun. Deadline for submission of application is April 12, 2013. Bledsoe County High School graduation is May 21, 2013. Upon motion made by Senia Anderson and second by Ed Boring the following resolution was unanimously adopted:         </p>
<p>          RESOLVED an ad be placed in the Bledsonian Banner for the 2013 scholarship.</p>
<p>Community Events — Beverly Gervolino — Calendar of Events.</p>
<p>Food Bag Program — Jerry Nelson — 19 Food Bags were collected this period.</p>
<p>Media Committee — Jerry Nelson — Info for the membership meeting will be delivered to the Bledsonian.</p>
<p>New Business Welcoming Committee — Ed Boring — Ribbon cuttings will be held on the last Thursday of each month — will contact the Daily Stop to arrange their ribbon cutting on March 28, 2013. Chamber office ribbon cutting will also be held on March 28.</p>
<p>Speakers and Caterers — Jay Daniels — The next membership meeting is March 21, 2013. Plans are underway. Chattanooga State representatives will be the guest speake4s. Lola Sells will be the caterer.</p>
<p>Technology/Website — Dr. Greg Harwood — Website had been hacked which is slowing updates. Wireless Internet has been installed at the Chamber office.</p>
<p>Old Business:<br />The 2013 Pikeville-Bledsoe County Chamber of Commerce Strategic Plan was discussed. Upon motion made by Jerry Nelson and second by Roberta Smith the following resolution was unanimously adopted:</p>
<p>          RESOLVED the 2013 Pikeville-Bledsoe County Chamber of Commerce Strategic Plan be approved and that the plan be presented to the membership at the March 21, 2013 meeting.</p>
<p>The Pikeville-Bledsoe County Chamber of Commerce By-Laws revisions Proxy vote was presented. Proxies received by the deadline were 19, all in favor of the revisions. One vote for one of the items was no. Director Ed Boring discussed the IRS Tax Status/Filing Form 990. The filing may not be required for the Chamber. He will investigate further.</p>
<p>New Business:<br />An invoice over $1,000 was discussed. Upon motion made by Jerry Nelson and second by Beverly Gervolino the following resolution was unanimously adopted:</p>
<p>          RESOLVED the invoice from Lola Sells for catering the Annual Meeting in the amount of $1,012.50 be approved for payment.</p>
<p>Upon motion made by Nick Smith and second by Roberta Smith the following resolution was unanimously adopted:</p>
<p>          RESOLVED the following members whose dues were received for 2013 be approved: Law Office of Edward Boring; Robert Renick; Betty Renick; Ashburn Automotive; Subway; H&amp;R Block; Putnam Reed Funeral Home; Paws and Claws; Pikeville Family Healthcare; Lola Sells; Reed Sells; Sharon LeCroy; Deena Swafford; and, Erlanger Bledsoe Hospital.</p>
<p>The 2013 (6th Annual) Farm City Breakfast was discussed. Jerry Nelson will contact Ed Carter, Tennessee Wildlife Resource Agency to be our guest speaker and the date will be set according to his schedule.</p>
<p>The 18th Annual Rural Development Conference USDA was discussed. Anyone interested in attending should let the Chairman know. The Chamber will sponsor 2 attendees.<br />Calendar of Events was discussed.</p>
<p>The next Chamber Board of Directors Meeting is scheduled for Tuesday, April 9, 2013 at 12:00 noon at the Chamber office. Beverly Gervolino will be the host.</p>
<p>There being no further business to come before the Board and upon motion made by Jerry Nelson and second by Nick Smith the following resolution was unanimously adopted:</p>
<p>          RESOLVED the meeting be adjourned until the next regular board meeting scheduled for April 9, 2013 or unless sooner called together.</p>

<p>Chairman Harwood introduced guest speaker Ron Travis, Tennessee State Representative and special guest, Senator Charlotte Burks shared comments about the upcoming Legislative Session.</p>
<p>Chairman Harwood presented the 2012 Businesses of the Year award to Cozy Cottage.</p>

<p>Chairman Harwood presented the 2012 Community Spirit Award to Jeri Arledge.</p>
<p>Vice Chairman, Jerry Nelson presented Chairman Harwood with the 2012 Outstanding Chairman<br />Award.</p>
<p>Newly elected Officers: Dr. Greg Harwood, Chairman; Jerry Nelson, Vice Chairman; Roberta Smith, Secretary and Treasurer for 2013 were given their charge and installed by Pikeville City Mayor, Philip Cagle.</p>
<p>2013 Chairman, Greg Harwood gave remarks and encouraged all present to become involved in this great community.</p>
<p>Several door prizes were awarded.</p>
<p>The meeting was adjourned.</p>

<p>The minutes of the September 20, 2012 Membership Meeting were presented. Upon motion made by Jim Cooke and second by Loretta Stephens the following resolution was unanimously adopted:</p>
<p>          RESOLVED the minutes of the September 20, 2012 meeting be approved.</p>
<p>Chairman Dr. Greg Harwood introduced guest speaker, Mr. Dave Jones, East Tennessee Regional Manager, Tennessee Department of Tourism. Mr. Jones gave a presentation on the latest news on tourism in Tennessee. Tennessee ranks 9 in the U.S. for total travel. Mr. Jones discussed the Tennessee Vacation Guide, Social Media, Website, and Smart Phone Apps. He also talked about the role of the Tennessee Tourism Committee appointed by Governor Haslam.</p>
<p>Chairman Dr. Greg Harwood introduced members and guests who made the following<br />announcements:</p>
<p>Marlin Waldorff, Small Business Specialist with the Tennessee Small Business Development Center, announced a Free Tax Seminar to be held on December 13, 2012 at 1:00 p.m. at the Chamber Office. He also shared the various services offered by TSBDC: Assistance with financing,Business plan development, Marketing, Employee Issues, Loan package development, Governmentcontracting seminars, Introduction to lenders, Continuing education, Branding assistance, Customer service, Management, and Accounting/booking.</p>
<p>City Mayor Philip Cagle announced plans for Pikeville signage. He solicited input from members and guests. He also gave an update on the Amphitheather project. Plans are coming together, materials are being purchased, and the project is expected to be complete in 3-4 weeks.</p>
<p>Ruth Baxter, LMT, Massage Therapy, announced her business is now open and is providing massage therapy for the entire family. Services include: MediCupping, MFR, B-CST, Hot Stone, and Swedish-Relaxation.</p>
<p>Jim Munson announced Cabin Fever Heritage Arts, Crafts Shop and Museum will be open 3 more weekends and will close for the season from January — March, 2013. Great Christmas gifts are now available.</p>
<p>Rebecca Baldwin, Tennessee Career Center, announced the &#8220;Art of Interviewing&#8221; workshop is scheduled for December 6 from 1:00-3:00 p.m. at the Adult Education center. She also announced the Career Center&#8217;s employment workshops. Youth workers (age 17-20) are available to assist employers if anyone needs additional help this holiday season.</p>
<p>Jay Daniels, Hubbard, announced that 50% of U.S. chicken now contains Hubbard genetics.</p>
<p>Loretta Stephens announced &#8220;Christmas on the Mountain&#8221; at Fall Creek Falls State Park will be held December 7-8-9, 2012.</p>
<p>Lola Sells gave an update on the Pikeville Lion&#8217;s Club. Members are needed. The Lion&#8217;s Club sight program continues to accept eyeglass donations.</p>
<p>Chairman Dr. Greg Harwood expressed the Chamber&#8217;s appreciation to those businesses and individuals donating to the new Chamber office and recognized: Lola Sells for her furniture donations and Greg Anderson for his support and donations.<br />Chairman Dr. Greg Harwood read the Nominating Committee Meeting Minutes. The Committee members, Tony Britt, Chairman; Jeff Turner; and Kathy Angel met on November 4, 2012 and named the following nominees for re-election/election to the Board of Directors: Nick Smith, Senia Anderson, Vicki Smith, and Beverly Gervolino. Chairman Harwood gave opportunity for nominations from the floor and received none. Upon motion made by Loretta Stephens and second by Reed Sells the following resolution was unanimously adopted:</p>
<p>          RESOLVED Nick Smith, Senia Anderson, Vicki Smith, and Beverly Gervolino (for the<br />          unexpired term of Dee Lockhart) be elected directors by acclamation.</p>

Absent: Edward Boring; Dee Lockhart; Nick Smith, County Mayor, Bobby Collier, ex-officio member and City Mayor, Philip Cagle, ex-officio member.</p>
<p>The minutes of the September 6 and October 4, 2012 meetings were presented. Upon motion made by Jay Daniels and second by Jerry Nelson the following resolution was unanimously adopted:</p>

<p>The financial reports for October 4 and November 2, 2012 were presented by Secretary/Treasurer Roberta Smith with the checking account balance being $5,968.31 and the balance in the savings account being $636.20 on November 2, 2012. Upon motion made by Senia Anderson and second by Jay Daniels the following resolution was unanimously adopted:</p>
<p>            RESOLVED the Financial Reports for October 4 and November 2, 2012 be accepted as presented.</p>
<p>It was announced that the City plans to make a $1,000 contribution to the Chamber as part of their 2013 budget.</p>
<p>Committee Reports:<br /><span style="text-decoration: underline;">Technology/Website</span> – Dr. Greg Harwood – Updates being made weekly.<br /><span style="text-decoration: underline;">Speakers and Caterers</span> – Jay Daniels – The next membership meeting is scheduled for November 29, 2012. Jay will contact Dave Jones, East Tennessee Regional Manager, Tennessee Department of Tourist Development to speak at the meeting.<br /><span style="text-decoration: underline;">Citizenship Scholarship Committee</span> – Jerry Nelson – No New Report.<br /><span style="text-decoration: underline;">Food Bag Program</span> – Jerry Nelson – 32 Food Bags were collected this period.<br /><span style="text-decoration: underline;">Community Events</span> – Deena Swafford – No new report.<br /><span style="text-decoration: underline;">Media Committee</span> – Deena Swafford will publicize the upcoming membership meeting.<br /><span style="text-decoration: underline;">New Business Welcoming Committee</span> – Dee Lockhart – Not available for a report.</p>
<p>Old Business:<br />-Distribution of the new Chamber brochures was discussed and Chamber office furniture was discussed.<br />-An update on the Amphitheather project was given. Plans are coming together, materials are being purchased, and the project is expected to begin next week and be complete in 4-6 weeks.<br />-Chamber office volunteer schedule was discussed.</p>
<p>New Business:<br />-New members for approval were presented. Upon motion by Jay Daniels and a second by Deena Swafford the following new chamber members were approved;<br />     <br />     RESOLVED the following members whose dues were received between October 4 and November 2 be approved: Jerry Nelson, Mary Pursley, C.D. Pursley, Jerry Pursley, and St. Elmo Lodge.</p>
<p>-Directors whose terms are expiring at the end of 2012 are: Senia Anderson, Nick Smith, and Deena Swafford. Senia Anderson and Nick Smith want to be considered for re-election. Due to health reasons and other obligations, Deena would not like to seek re-election. The Board expressed their appreciation to Deena for all her hard work and dedication to the Chamber. Her participation and leadership have been a valuable asset to the Chamber and its members over the years. Dee Lockhart has also announced her resignation plans at the end of 2012.<br />-The Nomination Committee for 2012 was discussed. Dr. Harwood will appoint Chamber members: Kathy Angel, Tony Britt, and Jeff Turner to serve. The Nominating Committee will nominate 3 candidates for the 3 expiring positions and 1 candidate for the unexpired term of Dee Lockhart.<br />-Annual Meeting and Installation of Officers will be held on January 12, 2013. The Board discussed contacting Mr. Ron Travis as a possible speaker.<br />-Participation in the Pikeville Christmas Parade was discussed. The Board decided not to have a parade float but will participate in the Christmas Tree project.<br />-Chairman Dr. Harwood announced that he had talked with the Warden at the Bledsoe Prison about a tour and their membership.</p>

<p>The Board of Directors of the Pikeville-Bledsoe County Chamber of Commerce met on the 10th day of May, 2012, Farm Bureau, 12:00 noon in Pikeville, Tennessee.  Deena Swafford provided lunch.</p>
<p>The meeting was called to order by Chairman, Dr. Greg Harwood. The roll was called with the following Directors answering present: Dr. Greg Harwood; Deena Swafford; Jerry Nelson, Dee Lockhart, and County May Bobby Collier, ex-officio member. Absent: Nick Smith; Edward Boring, Roberta Smith, and City Mayor, Greg Johnson, ex-officio member;</p>
<p>The minutes of the April 12, 2012 meeting were presented. Upon motion made by Jerry Nelson and second by Denna Swafford the following resolution was unanimously adopted:</p>
<p>RESOLVED the minutes of the April 12, 2012 meetings be approved as presented.</p>
<p>The financial report for May 10, 2012 was presented by Chairman Dr. Greg Harwood with the checking account balance being $10,306.80 and the balance in the savings account being $635.08..Upon motion made by Jerry Nelso and second by Senia Anderson the following resolution was unanimously adopted:</p>
<p>            RESOLVED the Financial Report for May 10, 2012 be accepted as presented.</p>
<p> Committee Reports:<br /><span style="text-decoration: underline;">Junior Chamber of Commerce Committee</span> – Dr. Greg Harwood – No new report.</p>
<p><span style="text-decoration: underline;">Technology Committee</span> – Dr. Greg Harwood – No new report.</p>

<p><span style="text-decoration: underline;">Media Committee</span> – Deena Swafford will publicize the upcoming Farm City Breakfast. Jerry Nelson submitted a request for publication in the local new paper.</p>
<p><span style="text-decoration: underline;">New Business Welcoming Committee</span> – Dee Lockhart – Not available for report.</p>
<p><span style="text-decoration: underline;">Planning and Development (Building/Office)</span> – Edward Boring – Not available for report. Chairman Dr. Greg Harwood invited a tour of the Ault Building property-  The tour was held following the brief business meeting. A second tour will be coordinated for those unable to participate on May 10, 2012.</p>
<p>The Pikeville-Bledsoe County Chamber of Commerce heard from Blake Roberson regarding advance planning of a possible music event. The event would be held in the fall. Additional information and planning coming.</p>
<p>Log Cabin Days was canceled due to staffing issues. The $250 donation was retracted.</p>
<p>The 2012 Farm City Breakfast was discussed. The event is scheduled for May 22.  Julius Johnson, Tennessee State Commissioner of Agriculture will be the guest speaker. Jay Daniels will contact the Bledsoe County Rescue Squad for reservations and the Rescue Squad Crewettes for catering. Roberta Smith will produce and print flyers when the sponsors have been solicited. All directors are ask to bring a minimum of two door prizes. Directors are to meet at the Rescue Squad building at 4:00pm on May 21<sup>st</sup> to set up.</p>
<p>The Industrial Day events were discussed. The event is scheduled for May 24 at 6:00 p.m. at the Bledsoe County High School. All directors and chamber members are encouraged to attend.</p>
<p>A sponsorship request for the 2012 Fall Creek Falls Kids Fishing Derby was received from Mark Patterson, Bledsoe County Wildlife Officer.</p>
<p>Upon motion made by Jerry Nelson, and second by Deena Swafford the following resolution was unanimously adopted: </p>
<p>            RESOLVED a one hundred contribution/sponsorship for the2012 Fall Creek Falls Kids Fishing Derby was approved.</p>
<p>Upon motion by Dee Lockhart and a second by Deena Swafford, the following new chamber members were approved;</p>
<p>          RESOLVED the following members whose dues were received in between April 12     and May 10 for 2012 be approved: Town of Pikeville and A.H.O.S.T.</p>
<p>There being no further business to come before the Board and upon motion made by Dee Lockhart and second by Jerry Nelson the following resolution was unanimously adopted:</p>

<p>The Board of Directors of the Pikeville-Bledsoe County Chamber of Commerce met on the 7th day of June, 2012, Farm Bureau, 12:00 noon in Pikeville, Tennessee.  Jerry Nelson provided lunch.</p>
<p>Chairman, Dr. Greg Harwood introduced Jane Roberts, TTU STEM Center; and Beth Smith, Upper Cumberland Rural STEM Initiative. Ms. Roberts and Ms. Smith gave a presentation on the STEM Center project which began operation in 2010. This project offers grant and privately funded opportunities for youth and their families to participate in enhanced learning areas of Science/Technology/Engineering/Mathematics.</p>
<p>Following the STEM Center presentations, the meeting was called to order by Chairman, Dr. Greg Harwood. The roll was called with the following Directors answering present: Dr. Greg Harwood; Roberta Smith; Jay Daniels; Deena Swafford; and Jerry Nelson. Absent: Nick Smith; Edward Boring; Dee Lockhart; Senia Anderson, County Mayor, Bobby Collier, ex-officio member and City Mayor, Greg Johnson, ex-officio member.</p>
<p>The minutes of the May 10, 2012 meeting were presented. Upon motion made by Deena Swafford and second by Jay Daniels the following resolution was unanimously adopted:</p>
<p>RESOLVED the minutes of the May 10, 2012 meeting be approved as presented.</p>
<p>The financial report for June 7, 2012 was presented by Secretary/Treasurer Roberta Smith with the checking account balance being $9,247.67 and the balance in the savings account being $635.08. Upon motion made by Jay Daniels and second by Deena Swafford the following resolution was unanimously adopted: </p>

<p>The Chamber Brochure project is underway. Deena Swafford is ready to meet with Printing Partners.</p>
<p>Upon motion by Jerry Nelson and a second by Jay Daniels the following new chamber members were approved;</p>
<p>RESOLVED the following members whose dues were received between May 10 and June 7 for 2012 be approved: First National Bank</p>
<p>The Ault Building office space was discussed. A draft Lease Agreement was presented and reviewed. Dr. Greg Harwood will contact Ben Farmer and invite him to a board meeting to further discuss grant opportunities. Dr. Harwood will also meet with Howard Upchurch concerning the office space.</p>
<p>The Blues Festival was discussed. This event is scheduled for October 6, 2012.  </p>
<p>The next Chamber Board of Directors Meeting is scheduled for Thursday, July 12, 2012 at 12:00 noon. The meeting will be hosted by Ed Boring at the Law Office of Edward L. Boring.</p>

<p>A distribution plan of the Chamber brochure was discussed. Chairman Harwood requested each director submit via email a proposed location where brochures should be placed. Additionally, he requested each director submit a proposed plan to distribute the brochures to the identified locations.</p>
<p>Discussion was opened by Chairman Harwood regarding the Chamber’s participation in the 23<sup>rd</sup> Bledsoe County Fall Festival. After input from those present, it was decided the Chamber would not sponsor an individual booth. In stead, Jerry Nelson offered to distribute/display community brochures and information as part of the Farm Bureau’s booth.</p>
<p>Upon motion made by Dee Lockhart and second by Jerry Nelso the following resolution was unanimously adopted:</p>
<p>RESOLVED the following; The Chamber of Commerce will not sponsor an individual booth during the 23<sup>rd</sup> Bledsoe County Fall Festival. Community brochures and other information will be displayed and distributed as part of the Farm Bureau booth.</p>
<p>A briefing was provided by Chairman Harwood regarding happenings of the Pikeville Downtown Development Committee. Mayor Cagle has secured a $15,000 grant to begin development of a downtown entertainment park. The park will be located in the vacant lot beside the fire hall and will offer a performance stage, restrooms, lighting, electrical/sound hookup, and landscaping. The next meeting will be held at Pikeville City Hall Thursday, October 11, 2012 at 6:00pm cst.</p>
<p>Updates related to the new Chamber office was discussed. Telephone and internet service is now available reported Chairman Harwood. Jerry Nelson offered and we accepted to provide a longer phone connector cord as to allow the phone to be placed on the office desk.</p>
<p>Jerry Nelson reported that his wife and another had volunteered to work in the Chamber office. Mrs. Nelson will volunteer on Tuesdays from 9:00am until 4:00pm cst weekly. M. Myers has offered to volunteer 4 hours during the week and Judy Roberts has offered to volunteer as soon as she can resume driving.</p>
<p>Jay Daniel recommended the next Chamber membership meeting be reschedule to Wednesday, November 28, 2012 at 6:00pm cst. The rational for the date change was due to observation of the Thanksgiving Holiday and concerns many may be unavailable to attend on the original meeting date of November 21, 2012. All present agreed to the date change.</p>
<p>The next Chamber Board of Directors Meeting is scheduled for Thursday, November 1, 2012 at 12:00 noon. Roberta Smith is scheduled to host the meeting. The location will be announced.</p>
